JOB FUNCTION:
Critically evaluates information gathered from multiple sources, reconciles conflicts, decomposes high-level information into details, abstracts up from low-level information to a general understanding, and distinguishes user requests from the underlying true needs.  Investigates business systems, identifies options for improving business systems and bridges the needs of the business with the use of technology as applicable.  Works as a liaison among stakeholders in order to elicit, analyze, communicate and validate requirements for changes to processes, policies and systems; in order to re-engineer processes used to increase productivity and capability. Completes analysis to understand business problems and opportunities in the context of the requirements and works with the business to recommend solutions that enable the organization to achieve its goals.

 

ESSENTIAL FUNCTIONS:

  • In support of continuous improvement goals and objectives, leads and participates in projects and studies to improve existing practices, procedures, programs, policies, and training curricula and materials.  Provides leadership and serves as a role model for continuous improvement behaviors.  Elicit complex process definition and requirements (business, functional, non-functional, and technical) using interviews, process analysis, workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis.
  • Conduct feasibility studies to develop recommendations for implementation of new and/or re-engineered processes, and, where appropriate, the introduction of automation. Assist with re-engineering and/or streamlining of business processes and the development of the needed justification for change (people, process, technology, and culture).
  • Create, maintain and improve the universal enterprise business process analysis framework, methodology and process analysis standards and associated artifacts; while making it available to the organization and providing training as needed. Proactively communicate, collaborate, train, and build alignment between internal customers to analyze and act upon information needs and requirements, and deliver and maintain/enable others to maintain process analysis artifacts as needed and valued to the organization.
  • Create, maintain and improve the knowledge base and tools established by the Environmental Department, including information management within the Department’s intranet site and collaboration workspaces.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

 

BASIC QUALIFICATIONS:
Knowledge Requirements

  • Working knowledge of technology automation (i.e., personal computers and/or mainframe systems) and related software applications (i.e., process management and productivity tools, etc.).
  • Working knowledge of continuous improvement principles, procedures, tools, and desired behaviors.
  • Working knowledge of process management standards and methodologies, including initiating, planning, scheduling, and executing processes, as well as tracking of performance measures.
  • Working knowledge of business process analysis, re-engineering and change management.


Skills Requirements

  • Strong attention to detail, structure and rigor while demonstrating sound analytical skills.
  • Ability to breakdown and articulate complex processes into simpler steps and activities using business process methodologies and capabilities.
  • Ability to conceptualize new ideas quickly.  Ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities.  Ability to determine the root causes of issues and problems and quickly develops solutions to resolve them.
  • Excellent organizational skills and ability to multi-task, and manage competing priorities, process and follow-up systematically.
  • Demonstrated strong analytical skills for such tasks as preparing and deconstructing processes based on time scale, actor and context.
  • Demonstrated continuous improvement skills including the ability to identify improvement opportunities, lead improvement teams, develop and apply standard work, and improve standard work through structured problem solving.
  • Positive leadership and interpersonal skills.
  • Effective oral and written communication skills.  Strong writing, editing, and proofreading skills for preparation of technical reports, business correspondence, and procedures manuals.
  • In-depth analytical, investigative, and computational skills and ability to apply problem-solving techniques to resolve problems and issues.
  • Ability to think creatively and strategically, and exercise independent judgment and initiative within established policy and guidelines.
  • Ability to apply tact, courtesy, and discretion in difficult and sensitive situations.
  • Demonstrated ability to be a proactive, self-directed learner and flexible in a demanding work environment while adapting to rapidly changing requirements.
  • Must have or be able to qualify for a State of Hawaii driver’s license. Must meet the standards for driving positions stated in the Hiring Standards for Driving Positions policy. These standards may be adjusted periodically to meet business and safety objectives.
  • Must be able to travel by air or ferry on an as needed basis.

 

Experience Requirements

  • Total of at least three (3) years experience as a business/process/systems analyst is preferred.
  • Bachelor’s degree in a relevant discipline (organization, business, engineering, accounting, information systems) or equivalent. MBA preferred.
  • Certification as a Lean Six Sigma Black Belt or Green Belt desired. Experience in information management through the use of technology highly desirable.

Hiring Range: The hiring range for the Business Process Analyst [Req ID 10453] position is $72,500.00 to $90,600.00. The person selected will be placed according to his/her skills and qualifications.
