BRIEF POSTING DESCRIPTION:

The P SE DER OPERATIONS Department of the P CUSTOMER ENERGY RESOURCES PROGRAMS Division at Hawaiian Electric Company has 1 Management vacancy available. This position may be filled on Oahu, Maui, or Hawaii Island. (Role: Professional)

 

JOB FUNCTION:

Serves as the Subject Matter Expert for the Customer Energy Resources (CER) Strategy & Policy Department.  Plans, organizes, develops and provides overall management of CER strategic initiatives, policies, and new programs as they evolve in response to public, regulatory, and the Company’s business and strategic drivers.

 

ESSENTIAL FUNCTIONS:

  • Leads and implements CER strategy and policy across the Company in support of CER’s strategy, the Corporate Strategic Plan, and achievement of the State’s decarbonization and renewable mandates. Identifies new CER initiatives and the internal/external resources necessary to implement them via business cases; leads CER initiatives through the Company and regulatory review and approval process. 
  • Makes early identification of potential risks and resolves issues to ensure attainment of Company objectives. 
  • Innovates and recommends new policies, processes, and business opportunities that enable sustainable CER growth in a way that benefits all customers.
  • Plans, organizes and manages all processes, schedules, and tasks associated with the development of CER strategic initiatives, policies, and new programs in an evolving public, regulatory and Company business strategic environment. Prepares and presents progress, cost, and status reports internally and externally as required.
  • Responsible for stakeholder engagement and management for CER with a focus on building alliances, networks, and trust with CER stakeholders, both in Hawaii and nationally, to achieve established goals. Facilitates or manages stakeholder processes that enable the implementation of programs that benefit all customers.  Keeps current with industry best practice policies and strategies and incorporates those that add value.
  • Leads the development of regulatory filings and manages them through the review and approval process before the Public Utilities Commission (“PUC”). Consults with CER director on strategic positioning in key dockets related to CER. Coordinates with other areas in the Company on CER filings and information requests.
  • Acts as a Subject Matter Expert on CER Strategy & Policy. Supports the department in developing and delivering testimony, presentations, and other assignments before various external parties such as the PUC, Hawaii Legislature, and other stakeholder and trade organizations. Provides support, training, and mentorship to CER and other areas in the Company on CER Strategy & Policy as needed.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

 

BASIC QUALIFICATIONS:

Knowledge Requirements

  • Bachelor’s Degree in Business Administration, Management, Accounting or Finance, Economics, Engineering, Public Policy or closely related field is required. 
  • Working knowledge of power system design and operations, renewable energy integration, CER programs, interconnection tariffs and rules, rate cases, pricing, and rate design, and utility regulation, usually acquired through college level courses or equivalent experience.
  • Working knowledge of PUC and all other state and federal laws and regulations as related to distributed energy resources planning activities desired.
  • Project Management Professional (PMP) and/or Certified Energy Manager (CEM) certifications are desired.
  • Detailed knowledge of personal computers and standard software applications such as Microsoft (MS) Office (Word, Excel, PowerPoint, etc.), MS Project and MS Visio is highly desired.

  • Demonstrated ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities and strategic direction.  Ability to conceptualize new ideas quickly.
  • Must be a self-starter with a clear ability to research, plan, organize, execute, and report on work with minimal supervision.

 

Experience Requirements

  • 5-7 years of relevant strategy and policy experience in the field of business, marketing, resource planning, engineering, management. 
  • 5-7 years of experience in the development & administration of customer programs.
  • Experience in preparing and providing testimony in regulatory proceedings of the PUC, before other public agencies, or at governmental or public meetings is desirable.

Hiring Range: The hiring range for the CER Strategic Consultant [Req ID 10135] position is $87,400.00 to $111,500.00. The person selected will be placed according to his/her skills and qualifications.
