JOB FUNCTION:
Plays a vital role in the implementation and continuous improvement of technologies that support emergency response and preparedness operations and ensuring the Watch Office Operations and Emergency Planning and Preparedness Department adheres to regulatory requirements, internal programs and policies, and industry standards. Manages audit processes, handling compliance-related workflows, and contribute to the company’s overall risk management and regulatory compliance initiatives. Oversees data analytics and creating, maintaining, and improving all Emergency Preparedness Programs and Watch Office metrics, KPIs, dashboards, and mandated reporting requirements.
ESSENTIAL FUNCTIONS:
- Oversees and interprets complex data and risk intelligence, with an understanding of how this can influence organization and community risk management decision making and aid effective risk scanning. Takes a consistent and methodical approach to gathering data to ensure it fits for purpose; responsible for data handling, data analysis, modelling, mapping, reporting and research to support the generation and collation of intelligence to inform organizational decision making, risk management, resource planning, evaluation and performance monitoring processes. Verifies data quality and consistency to ensure reliable analysis and reporting.
- Provides leadership, work direction and secures commitment from Watch Office team members in meeting program milestones, goals and objectives. Works with team members to ensure access to resources and information.
- Provides expert input and professional insight on available data and its analysis for purposes including performance management, forecasting and target setting; resource management and deployment; scenario modelling and the creation and interpretation of maps, charts, diagrams, reports and presentations in line with time critical deadlines; identify and resolve data inconsistencies/discrepancies, including identifying modifications needed to improve functionality of data systems and data integrity. Develops strategies required to adhere to compliance mandates and program goals. Regularly monitors programs to ensure early identification of potential problem areas. Actively engages to resolve problems to ensure attainment of program goals.
- Administers/manages and enhances information from software inputs such as Geographic Information System, WebEOC, Predictive Analytics tools, Emergency Notification Systems, Fusion Systems, and satellite/alternate communications systems.
- Establishes measurable matrix to routinely monitor Watch Office programs for effectiveness of program objectives. Prepares and presents the progress and effectiveness of Watch Office programs to all level of employees. Keeps abreast of regulatory and legislative updates or changes requiring compliance, contribute to analysis and interpretation of the regulation and legislation (new and current as required).
- Partners and collaborates with key stakeholders across the company to develop new and adjust existing metrics. Coordinates with General Accounting and Budgets & Financial Analysis to review and approve procurement process of Watch Office programs. Works on projects and initiatives as directed.
- Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
BASIC QUALIFICATIONS:
Knowledge Requirements
- Requires thorough knowledge of business and data analysis, including working with unstructured data, in support of business data requirements elicitation, documenting, standardizing, validating and thorough to extensive knowledge of operations and delivery concepts, principles, standards, tools, techniques, methodologies for data analytics to solve complex problems.
- Working knowledge of general electrical utility, accounting and/or audit principals and techniques
- Strong knowledge of data analysis principles and best practices in development of KPI’s.
- Strong knowledge of personal computers and related software applications such as MS Project, Microsoft Word, Excel, Power Point, etc.

Experience Requirements
- Several (3-5) years of experience as a project or program manager preferably within compliance and/or audit related fields, preferably in the electric utility industry, including developing information management systems that amalgamate data from multiple and diverse sources and display the data in useful format.
- A few (1-2) years utilizing Power BI Desktop, Power Automate and other Power BI service-related applications or implementing integrated solutions that optimize existing systems by automating data collection and display.
Note: A graduate degree in related field may be substituted for two (2) year of work experience.
Education Requirements
- An associate or bachelor’s degree in data analytics, data science, computer science, management information systems, business analysis, business management, engineering, finance, statistics, or related fields (or equivalent work experience).
- Graduate degree in related fields preferred.
