JOB FUNCTION:

Manages and directs the Operations Technology Division in the planning, engineering, implementation, operations, and maintenance of Hawaiian Electric Company's (Hawaiian Electric CompanyHawaiian Electric Company, Maui Electric Company, and Hawaii Electric Light Company) Operatios Technology (OT) infrastructure for industrial control systems enterprise-wide, including the Company's Energy Management Systems, SCADA, Distributed Control Systems, and Distribution Management Systems, in support of the Company's operational, grid modernization, customer service and Cyber security requirements. Provides technical knowledge, expertise, leadership, training, and guidance to the team, operational user groups and stakeholders groups, including the CIO, Energy Delivery, Generation process areas and other internal clients.

 

Works closely with key internal stakeholders including the Telecommunications division, System Operations, Energy Delivery, Generation, Customer Services, IT, and information assurance to ensure that OT systems architecture, strategies and plans are aligned to the Company's operational and business objectives.

 

Manages and Directs the overall enterprise wide Operations Technology system and platform strategy and architecture, including related systems, platforms, and integrations to ensure that operational and business requirements are achieved, including objectives, budgets, priorities and projects for OT programs.

 

Manages and Directs the support organizations for the OT systems, applications, database, client and server infrastructure within Hawaiian Electric Companies'operational technology portfolio to ensure that OT system service levels are provided at the appropriate levels to meet operational and business needs, for the safe, secure and reliable operation of power generation and energy delivery for Hawaiian Electric Customers.

 

ESSENTIAL FUNCTIONS:

  • Advises and recommends to senior management matters concerning OT systems and infrastructure planning, design, engineering and operations. Creates, develops, and/or delivers expert testimony, responses to information requests, and other assignments relating to telecommunications infrastructure, before the senior management and various external agencies.
  • Provides internal stakeholder and client alignment of OT systems and infrastructure planning, engineering, and operational service levels across the Company, including system operations, energy delivery, generation, Phyiscal security, environmental, Telecommunications and IT. Builds effective partnerships with client organizations at all levels. Learns the challenges and aspirations of client organizations and seeks opportunities to help them excel through the use of operational technology. Assists in the formulation and refinement of the Company's Enterprise wide OT strategies. Leads the formulation of goals for OT, based on those defined strategies. Communicates established strategies to the OT team. Assesses performance results against strategic goals. Refines goals, policies, processes and projects to improve the attainment of strategic success. Participates in the IT/OT/Telecom governance process.
  • Investigates, or researches the practices of other utilities. Keeps abreast of political, regulatory, and technological changes, innovations, and progress related to the functional area.
  • Designs and refines the structure of the OT organization to best carry out its processes and projects. Determines the appropriate nature and quantity of staff required to perform the defined work effectively and efficiently. Leads the development of OT budgets and tactical plans, and their implementation. Leads the development of the OT team, which includes but is not limited to recruitment, performance management, employee development, and succession planning. Personally leads the OT leadership team. Cultivates mentoring relationships with more junior OT members to assist with their professional development, and to identify candidates for future opportunities
  • Directs, plans, organizes, coordinates and manages teams responsible for OT systems architecture and systems engineering. Identifies and charters projects to improve our support for our clients' business processes and otherwise achieve the organization's goals. Leads OT's participation in enterprise-wide projects and other initiatives. Ensures that OT projects and OT elements of enterprise projects are well-managed. Provides counsel to client management on the conduct of enterprise projects.
  • Provides technical knowledge, expertise, leadership, training, and guidance to the team and stakeholders groups, including the CIO, Energy Delivery, Generation process areas and other internal clients. Forecasts, monitors and controls expenses and negotiates service and equipment purchase contracts with vendors. Responsible for forecasting, planning, monitoring, and controlling OT budgets and security. Directs hardware and software procurements with suppliers. Develops and administers OT Plant Replacement Program. Responsible for project and division staffing; Responsible for project budgets and forecasts.
  • Manages and directs the OT systems and infrastructure support operations team in the safe, secure, cost-effective and reliable installation, operation and maintenance of the various components of the enterprise-wide telecommunications infrastructure. Ensure appropriate performance metrics and Key performance indicators are in place for managing telecommunications infrastructure service levels. Builds the effective relationships with partners and suppliers, both internal and external to Hawaiian Electric. Leads the selection of external partners and suppliers, the development of agreements with them, and the establishment and measurement of performance metrics. Leads the process of managing product and service agreements, including the improvement of performance and value over time. Leads and implements continuous improvement best practices to enhance and achieve operational excellence with a safety mindset.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

 

BASIC QUALIFICATIONS:

Knowledge Requirements

  • Thorough knowledge of the principles and theories of electrical engineering normally acquired through college level courses or equivalent experience.
  • Working knowledge of the basic fundamentals of minicomputer architecture and applications real-time operating systems, and programming languages.
  • Thorough knowledge of Energy Management System. Thorough knowledge of the enterprise-wide computing architectures and infrastructure practices spanning multiple operating systems and platforms. Extensive or advanced knowledge of one or more technical disciplines ranging from Unix, client-server/multi-tier, and/or real-time systems (i.e., control, SCADA, etc.) and systems development.
  • Thorough knowledge of GIS systems, and the issues and technologies involved in GIS implementation.
  • Thorough understanding of data requirements for integration with current and new systems/applications and electric model/data that will utilize GIS data/connectivity (e.g. CIS, OMS/DMS, Advanced Distribution Management System (ADMS), GIS web and design applications, spatial analysis, etc.)
  • Thorough knowledge of policies and procedures contained in such documents as Company/Union Agreement; Safety & Health Manual; etc.
  • Working knowledge of control systems in the power plants such as Distributed Control Systems (DCS), Human-Machine Interface (HMI), OT network cybersecurity practices. Etc.
  • Working knowledge of information technology, including mainframe, client-server, and internet technology and applications; working knowledge of telephony systems including voice-over-IP and wireless technologies is highly desirable.
  • Working knowledge of the major elements of the electric utility business, especially in a regulated environment, is highly desirable.
  • Working knowledge of personal computers and related software applications such as spreadsheets, word processing, presentations, e-mail, etc.
  • Thorough knowledge of corporate planning, budgeting, and control principles and practices; Knowledge in context of the utility business is highly desirable.
  •  Knowledge of policies and procedures contained in such documents as Company/Union agreement; Accident Prevention Manual; General Information Manual, and similar documentation, is desirable.

Experience Requirements

  • Ten or more years experience in the management of service organizations, preferably involving information technology or the regulated utility business.
  • Five or more years experience in the management of managers, preferably involving information technology or the regulated utility business.
  • A Bachelor's or Master's degree in engineering, information systems, business or an equivalent is highly desirable. Advanced training in business administration is highly desirable.

Hiring Range: The hiring range for the Director, Operational Technology [Req ID 9628] position is $138,600.00 to $180,200.00. The person selected will be placed according to his/her skills and qualifications.
