BRIEF POSTING DESCRIPTION:

The P MC PLANNING & CONSTRUCTION FIELD SERVICES Department of the P OPERATIONS PLANNING & CONSTRUCTION MANAGEMENT Division at Hawaiian Electric Company has 1 Management vacancy available.  (Role: Professional)

 

JOB FUNCTION:

Ensures day-to-day regulatory compliance at Energy Delivery facilities and installations, relative to Federal, State, and County environmental regulations for air, water, hazardous materials, and noise.  Designs, oversees implementation of, and carries out tactical environmental compliance programs at the facilities, relying on Hawaiian Electric Environmental Department for strategic environmental support. Internally to the company, serves as primary point of contact on all environmental compliance matters involving the Energy Delivery process area.

 

ESSENTIAL FUNCTIONS:

  • Develops facility plans and procedures and identifies physical facility improvements and best management practices to enable compliance with environmental permits, regulations, and laws.  Oversees implementation of the plans, procedures, physical improvements, and best management practices by company and contract personnel.  Regulatory activities covered by these plans, procedures and improvements include, but are not limited to, on-site environmental monitoring and sampling, spill prevention and response (SPCC & FSRP), pollution prevention, waste minimization, waste handling and disposal, regulatory agency notifications and submittals (coordinated with Hawaiian Electric Environmental), recordkeeping, and compliance with environmental discharge and emission limits.
  • Maintains required environmental records and documents for the Energy Delivery facilities and installations.
  • Working with departmental training coordinators and Hawaiian Electric Environmental Department, implements environmental training program for Energy Delivery personnel.  Assists with definition of training needs, scheduling of training classes, and maintenance of personnel training records.  Conducts routine environmental compliance awareness briefings for company and contract personnel.  Serves as resource of environmental information for Department personnel.
  • Represents Energy Delivery process area on all tours and inspections of transmission and distribution facilities and baseyards conducted by state and Federal environmental regulatory agencies and works through Hawaiian Electric Environmental to provide follow-up information. Represents Energy Delivery in internal environmental audits of Energy Delivery facilities and installations. Conducts routine facility environmental inspections.  Plans and implements corrective actions identified in audits and inspections supported by Department personnel as necessary.
  • Plans and manages outside environmental service contracts that arise out of facility environmental compliance activities, such as waste transportation and disposal, and environmental cleanups.
  • Assists Hawaiian Electric Environmental Department in strategic environmental activities, including policy development and implementation, interacting with the public, permit applications and renewals, environmental investigations, and broad compliance program development and oversight.
  • Keeps abreast of current and pending regulations by interfacing regularly with the Hawaiian Electric Environmental Department, and through individual study.
  • Develops and administers environmental budget (capital and O&M) for Energy Delivery process area.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

 

BASIC QUALIFICATIONS:

Knowledge Requirements

  • Bachelor’s degree in natural sciences (biology, chemistry, geology physics or similar) or engineering is required. 
  • Thorough knowledge of Federal, state, and county environmental laws, regulations and procedures.  
  • Thorough knowledge of electrical transmission and distribution systems and processes to which environmental regulatory requirements are applicable.
  • Working knowledge of the principles of environmental science, technology, equipment, and environmental management techniques, normally acquired through a Bachelor of Science or engineering degree in an appropriate environmental discipline.
  • Working knowledge of personal computers and mainframe hardware and associated software. Demonstrated computer literacy in spreadsheet, word processing, and database applications.

 

Skills Requirements

  • Excellent verbal and written communication skills and ability to translate complex regulatory jargon into simple terms.
  • Ability to read and understand highly technical information contained in a wide variety of environmental regulatory documents, and ability to synthesize this information into the development of environmental compliance plans and procedures.
  • Excellent leadership and interpersonal skills and the ability to effectively work with all levels of personnel, both internal to the company and outside the company.
  • Ability to apply tact, courtesy, and discretion in difficult and sensitive situations.
  • Ability to read and understand blueprints and other technical drawings.
  • Management skills necessary to plan, coordinate and lead projects.
  • Demonstrated analytical and problem-solving skills.
  • Ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities.
  • Must have or be able to qualify for a State of Hawaii driver’s license. Must meet the standards for driving positions stated in the Hiring Standards for Driving Positions policy. These standards may be adjusted periodically to meet business and safety objectives.

 

Experience Requirements

  • Multiple (5-7) years of direct electrical transmission and distribution system experience administering environmental regulatory compliance programs.

Hiring Range: The hiring range for the Environmental Compliance Engineer [Req ID 10382] position is $99,900.00 to $127,500.00. The person selected will be placed according to his/her skills and qualifications.
