BRIEF POSTING DESCRIPTION:

The P RU GEOSPATIAL DEVELOPMENT & SERVICES Department of the P GEOSPATIAL AND ASSET DATA OPS Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Professional)

 

JOB FUNCTION:

Works independently and in collaboration with others to perform design, develop, analyze the information systems, including processes, programs, files/databases, and on-line tools and reports, to meet and support company and/or customer requirements within budget and time constraints. 

Serves as the subject matter expert in Enterprise Geographic Information System (eGIS) and performs configuration within eGIS to provide and enhance solutions across the company for the following processes, but not limited to: operations, planning, asset management, outage management, and incident management. Manages or coordinates small to medium-sized projects.

 

ESSENTIAL FUNCTIONS:

  • Designs and develops web-based and/or desktop-based GIS solutions to meet the customer’s business requirements based on their workflows and existing processes and resources. Responsible for the extraction, interpolation, compiling, and analysis of GIS data. Performs analysis, reporting, tests, and documents the GIS applications and systems. Works independently or collaborates with other analysts, development staff, IT staff, consultants, vendors, and/or customer personnel to perform detailed analysis and design of information systems, including new system development or modification or integration of existing systems. Participates, as needed, in departmental task forces and cost/benefit reviews.
  • Manages and maintains performance of the existing applications and the supporting information systems while increasing efficiency and reliability of the applications. Troubleshoots and applies fixes when necessary. Adapts and updates the applications and information systems according to customer’s changing business requirements.  Works with IT staffs to ensure the existing applications are up to date with current GIS technology and secured according to IT policies. Works with data managers to assist in data integrity and quality assurance activities to ensure application stability.
  • Participates as part of a team to coordinate the work of Development Specialists, GIS Analysts, GIS Developers, and/or Lead Functional Analysts on small/medium-sized projects or segments of large-scale projects; provides research, programming, documentation, testing, and training support for the development and implementation of information systems. Stays current with the latest developments in the GIS and GIS-Utilities field. Research, tests, and recommends new technologies and techniques for application development and maintenance. Proposed development initiatives to increase programming efficiencies.
  • Assess and define customers’ needs. Educates and communicates (oral, writing, and graphically) complex GIS concepts and processes to customers including the identification and assessment of gaps between their requirements and GIS functional capabilities. Serves as lead contact for system support; communicates project status and issues upward and to the customers. Trains customers to make the best use of the applications and information systems.
  • Provides feedback regarding performance evaluations for team members; recommends project staffing; assists with project budgets and operating forecast development; and performs other staff functions as needed.
  • Works solely or in concert with others to author requisite documentation to meet a variety of company needs, be it text for rate case or project filings, responses to information requests from interveners, cost benefit analyses, department/team strategies, etc.
  • Remain on-call/available for both scheduled and unscheduled work which may occasionally be required outside normal business hours and on weekends.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

 

BASIC QUALIFICATIONS:

Knowledge Requirements

  • Thorough knowledge of the principles of information and office technology management normally acquired through college level courses or equivalent experience.
  • Working knowledge of GIS concepts, data, and technology and working knowledge of spatial and statistical analysis
  • Working knowledge of utility business, business and/or engineering principles & practices.
  • Working knowledge of Unix, client-server/multi-tier, and workstation/PC/Internet technologies and systems development.
  • Good understanding of application interfacing concepts, basic reporting and database development and support.
  • Ability to document and execute an integrated test plan and a user acceptance test plan.
  • Ability to translate business requirements into technical design and maintain comprehensive technical documentation.
  • Ability to comply with, and contribute to, system configuration standards and guidelines.
  •  Ability to independently plan, direct and perform work for self and others, ability to maintain status of tasks, defects, issues, and support multiple requests on a daily basis.
  • Working knowledge of SafeStart principles and best practices to achieve a safe workplace environment.

 

Skills Requirements

Experience Requirements

  • Several years (3-5) years of experience designing and deploying GIS based solutions, desirably on ESRI products: ArcGIS Pro, ArcGIS Desktop, ArcGIS Server, Web App Builder and ArcGIS Mobile.
  • A few (1-2) years of experience working with large datasets and enterprise database systems such as but not limited to SQL, Oracle, or SAP.
  • Several (3-5) years programming/support experience in a computing environment or commensurate demonstration of requisite skills (e.g., Unix, client-server/CADDS and/or AM/FM, ESRI-GIS, PC/Internet/e- Business) using one or more of the languages and techniques employed at Hawaiian Electric.
  • A few (1-2) years analytical experience in simple to complex systems.
