JOB FUNCTION:
Works independently and in collaboration to perform design, develop, and analyze the information systems, including processes, programs, files/databases, and on-line tools and reports, to meet company and customer requirements within budget and schedule. Serves as the subject matter expert for the Enterprise Geographic Information System (GIS) and performs configuration within GIS to provide solutions for operations, planning, asset management, outage management, and incident management.
ESSENTIAL FUNCTIONS:
GIS Technical & Development Skills
- Designs and develops web, mobile, and/or desktop-based solutions in GIS to meet the customer’s business requirements based on their workflows and existing processes and resources.
- Manages and maintains performance of existing applications and supporting information systems while increasing efficiency and reliability of the applications.
- Regularly tests the functionality of the applications and troubleshoots and applies fixes when necessary.
- Works with IT to ensure the existing applications are up-to-date with current GIS technology and secured according to IT policies.
- Works with data managers to assist in data integrity and quality assurance acitivties to ensure application stability.
- Responsible for the extraction, interpolation, compiling, and analysis of GIS data.
- Assess and define customers’ needs.
- Adapts and updates the applications and information systems according to customer’s changing business requirements.
- Performs analysis, reporting, tests, and documents the GIS applications and systems.
- Communicates project status and issues upward and to the customers.
- Serves as lead contact for system support.
- Educates and communicates complex GIS concepts and processes to customers including the identification and assessment of gaps between their requirements and GIS functional capabilities.
- Trains customers in office and in the field to make the best use of the applications and information systems.
Technical Innovation and Advancement
- Stays current with the latest developments in the GIS and GIS-Utilities field.
- Researches, tests, and recommends new technologies and techniques for application development and maintenance.
- Proposes development initiatives to increase programming efficiencies.
- Provides research, programming, documentation, testing, and training support for the development and implementation of information systems.
- Works independently or collaborates with other analysts, development staff, IT staff, consultants, vendors, and/or customer personnel to perform detailed analysis and design of information systems, including new system development or modification or integration of existing systems.
- Participates as part of a team to coordinate the work of Development Specialists, GIS Analysts/Technicians, GIS Developers, Mobile Specialists, and/or Lead Functional Analysts on small/medium-sized projects or segments of large-scale projects.
Other Duties
- Participates in departmental task forces and cost/benefit review, as needed.
- Authors requisite documentation to meet a variety of company needs (e.g., rate case, project filings, responses to information requests, cost benefit analyses, department/team strategies, etc.).
- Recommends project staffing.
- Assists with project budgets and operating forecast development.
- Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
BASIC QUALIFICATIONS:
Knowledge Requirements
- Thorough knowledge of the principles of information and office technology management normally acquired through college level courses or equivalent experience.
- Working knowledge of GIS concepts, data, and technology and working knowledge of spatial and statistical analysis.
- Working knowledge of utility business, business and/or engineering principles & practices.
- Working knowledge of Unix, client-server/multi-tier, and workstation/PC/Internet technologies and systems development.
- Knowledge, experience and ability to design, code, test, and implement programs in one or more of the following languages/systems: ABAP, Business Object, C/C++/C#, shell scripting, Perl, PHP, Java, SQL, PL/SQL, Microsoft .Net, Python, Javascript, XML, HTML, on Windows and Unix platforms.
- Good understanding of application interfacing concepts, basic reporting and database development and support.
- Working knowledge of SafeStart principles and best practices to achieve a safe workplace environment.

- Ability to maintain status of tasks, defects, issues, and support multiple requests on a daily basis.
Experience Requirements
- Several (3-5) years of experience designing and deploying GIS based solutions, preferably on ESRI products: ArcGIS Pro, ArcGIS Enterprise, Experience Builder (Developer Edition) and ArcGIS Field Maps and Survey123.
- A few (1-2) years of experience working with large datasets and enterprise database systems such as but not limited to SQL, Oracle, or SAP.
- Several (3-5) years programming/support experience in a computing environment or commensurate demonstration of requisite skills (e.g., Unix, client-server/CADDS and/or AM/FM, ESRI-GIS, PC/Internet/e- Business) using one or more of the languages and techniques.
- A few (1-2) years analytical experience in simple to complex systems.
