This posting seeks to fill at either the IT Project Manager or Enterprise Program and Project Consultant; whichever level is most suited to the qualifications of the applying candidate.
IT Project Manager
JOB FUNCTION:
Manages multiple moderately to highly complex IT projects simultaneously, utilizing cross-functional teams to deliver the right product at the right quality within the required timeframe and at the right price. Provides project team leadership and is responsible for project development, planning, execution, timing, functionality, control, quality, and cost. Assures legal, internal audit, financial, regulatory, safety and all other requirements are met.
ESSENTIAL FUNCTIONS:
- Manages a wide variety of information technology (IT), e-business, telecommunications and business development projects, often several simultaneously. Responsible for coordinating project teams and working in a matrix team environment, establishing individual accountabilities, identifying key resource requirements, and developing project charters/plans and writing status/closing reports. Communicates with IT staff members and external stakeholders regarding all aspects of projects.
- Develops project schedules with cost estimates, and the strategies and tactics to meet them (including work breakdown structures, schedules, budgets, responsibility matrices, and communication and risk management plans). Negotiates project scope and schedule with sponsor and obtains approvals. Solves problems and leads team members to meet project goals. Achieves early-identification of potential problem areas. Accomplishes project tasks through the efforts of internal and external team members, including consultants or contractors. Ensures that team members have all the resources, information, and direction necessary to successfully perform their jobs. Prepares and presents project progress and cost reports as required. Recommends and assists in selection of cross-functional or functional project teams. Provides performance feedback to team leads and directors.
- Performs project technical reviews/audits to ensure that work is progressing in compliance with IT standards (including quality), and HECO policies, and in accordance with project plans or specifications; prepares reports of findings. Participates as a subject matter expert in special projects, which may consist of research and development work as part of larger projects or initiatives.
- Leads a team of people with respect to assigning work and its associated priority, monitoring and evaluating work, and overseeing the performance, training and development needs of the group.
- Prepares work requests, evaluates company or ITS department work requests and makes recommendations. Participates in initial assignment of work by collaborating with resource manager, IT Business Solution Consultants, and directors. May assist in the preparation of company level budgets.
- Remain available for both scheduled and unscheduled work. Said work is occasionally required outside normal business hours and on weekends.
- Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
BASIC QUALIFICATIONS:
Knowledge Requirements
- Thorough knowledge of the principles and theories of information technologies including e-business and telecommunications normally acquired through college level courses or equivalent experience.
- Thorough knowledge of the principles and practices of information system, e-business and telecommunications development, associated with electric utility information technologies, normally acquired through a minimum of five years relevant systems development experience.
- Thorough knowledge of project management standards and methodologies, including initiating and closing projects, developing work breakdown structures, tracking progress and status, managing scope, mitigating risk, etc., and using project management software tools.
- Thorough knowledge of personal computers and/or Unix systems and related software applications such as spreadsheets, word processing, project management, etc.
- Working knowledge of company policies and procedures as related to specific projects and assignments.
Skills Requirements
- Demonstrated leadership skills including team leadership, effective written, oral, and listening communications skills as well as interpersonal skills, in order to work effectively with all levels of the company and with outside contractors and consultants.
- Ability to conceptualize new ideas quickly. Ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities. Ability to determine root cause of issues and problems and quickly develop solutions to resolve them.
- Excellent organizational skills. Ability to multi-task, process, and follow-up systematically.
- Demonstrated strong analytical and administrative skills for such tasks as preparing and monitoring project requirements and resolving cost and time constraints, conflicting priorities.
- Supervisory skills and ability to work with a variety of individuals, occasionally dealing with sensitive, difficult, and confrontational issues.
Experience Requirements
- Extensive (7 or more years) experience involving the implementation of information systems or applications, e-business applications, and/or telecommunications systems.
- A bachelor’s degree in a relevant discipline from an accredited college or university (information systems, e-business, telecommunications, or project management) or equivalent is desired.
- Project Management Professional (PMP) Certification is highly desired.
- Disciplined Agile Scrum Master (DASM) Certification is highly desired.
Enterprise Program and Project Consultant
JOB FUNCTION:
Plans, directs, manages and controls the functions and activities of the division to provide expert program and project management execution, consulting and mentoring enterprise wide.
ESSENTIAL FUNCTIONS:
- Develops or leads others who develop program/project plans and schedules with cost estimates, and the strategies and tactics to meet them (including work breakdown structures, schedules, budgets, responsibility matrices, and communication and risk management plans). Coaches program/project directors/managers and teams to ensure their success. Identifies and augments weaknesses of existing program/project managers/directors and their teams when needed. Solves problems and leads program/project managers/directors and team members to achieve program/project goals. Achieves early-identification of potential problem areas. Arranges and conducts consulting and mentoring to reinforce and improve the execution of program/project management approaches or standards. Ensures that program/project managers/directors and their team members have the resources, information and direction necessary to successfully perform their jobs. Prepares and presents program/project progress, reviews and cost reports as required. Updates enterprise program/project management standards and ensures that specific Subject Matter Expert issues are incorporated.
- Provides indirect oversight and assistance to programs/projects not directly managed by the Enterprise Project Management Office. Consolidates status and assessments for tracking and reporting purposes. Identifies opportunities to leverage common resources and to avoid inter-project resource or dependency conflicts. Escalates issues requiring executive attention as appropriate to ensure the success of programs/projects.
- Performs program/project technical reviews/audits to ensure compliance with standards, company policies and SOX/regulartory requirements, and alignment with program/project plans or specifications; prepares reports of findings.
- Builds effective partnerships with executives and managers throughout HEI, HECO, HELCO and MECO. Learns the capabilities, challenges and goals of client organizations and incorporates those into effective project management initiatives. Participates in strategic planning efforts at both the corporate and business unit level at the executive management level.
- Participates as a subject matter expert in program/project management and organizational change management in order to identify enterprise wide challenges and opportunities. Designs and implements necessary interventions.
- Recommends and assists in the selection of cross-functional/functional program/project teams. Provides performance feedback to program/project managers/directors and team members.
- Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
BASIC QUALIFICATIONS:

- Subject matter expertise in the execution of programs/projects in either:

- Engineering and construction practices in the utility transmission, distribution, and/or generation fields; normally acquired through college level courses or equivalent experience.

- Working knowledge of regulatory requirements (i.e. SOX, PUC, Permiting, etc) highly desired.

Experience Requirements
- Extensive (8+) years experience of managing projects in the subject matter expert areas mentioned above, including at least 6 years experience as lead project manager.
- A bachelor’s degree in a relevant discipline (computer science, engineering or project management) or equivalent.
- Experience with the regulatory, social, public affairs (neighborhood boards, community groups, government agencies, political leaders, media, etc) review processes is desirable.
- Project Management Professional (PMP) Certification or equivalent is required.
- Program Management Professional (PgMP) Certification or equivalent is highly desired.
- Registered in Hawaii as a Prof. Engineer or certified as a Planner by a nationally recognized professional society such as the American Institute of Certified Planners (AICP) is desired.
