JOB FUNCTION:
Directs the ITS IT Infrastructure & Operations division, including staff responsible for IT infrastructure planning and engineering; infrastructure technical support; infrastructure system administration; data center operations; and research & development. In collaboration with other CIO Process Area divisions, directs investigation and implementation of new IT business products and services that increase revenues, achieve cost savings, increase productivity and improve customer satisfaction, in alignment with the company strategic plan. Collaborates with other sections to achieve infrastructure objectives. Enforce Company security policies at the planning and design levels. Ensures that IT infrastructure operational processes are optimized, documented, and communicated appropriately. IT infrastructure includes server, data center, customer bill print operations and mailing services required for business information systems and applications
ESSENTIAL FUNCTIONS:
- Oversees staff functions including IT infrastructure:
- planning and engineering;
- technical support;
- installation and maintenance;
- system administration;
- and,
- research and development.
- In leading and overseeing the above:
- Leads development of guidelines and processes for the acquisition, building, modification and interfacing of IT resources to ensure optimal returns from the Company’s investment.
- Facilitates, plans, and coordinates inter-divisional planning and infrastructure activities to ensure Company/department goals and objectives are achieved. Collaborates with all CIO Process Area sections to develop and coordinate short-range technical strategies to meet project/business needs; and long-range strategies, models and architectures which ensure that the IT infrastructure supports the long-range Company strategic plans.
- Coordinates overall project management of department-level infrastructure projects.
- Leads efforts to make the planning process an ongoing effort, and link business needs through IT infrastructure vision, plans and budgets. Evaluates how IT is currently being used by the business, strategic fits, and how effectively it is supported. Identifies opportunities to simplify IT infrastructure and better integrate systems.
- Oversees the ITS data center, servers, bill printing and mailing services operations. Ensures effective, high quality and timely operations and maintenance for the enterprise server production control and computer operations to meet customers’ service expectations/levels and that essential operating reports are provided. Ensures the periodic installation, reconfiguration, documentation, and training for computer peripheral and environmental equipment.
- Serves as a consultant/advisor to the Chief Information Officer, Chief Information Security Officer, ITS Director, and the other CIO Process Area section directors regarding IT infrastructure trends. Monitors industry and technological plans and developments, adoption and deployment of technology by other utilities/industries, and incorporates into infrastructure plans.
- Administers personnel matters including performance development & evaluation, employee achievement recognition, hiring and disciplinary actions. Ensures safety and training of personnel.
- Forecasts, monitors and controls expenses associated with the IT Infrastructure & Operations section, external alliances and acquired services.
- Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
BASIC QUALIFICATIONS:
Knowledge Requirements
- Thorough knowledge of information technology systems and services, including Microsoft Windows, Unix/Linux, client-server, and internet/web technology and applications; programming; internal controls (backup, problem/change management, security and auditable issues); performance monitoring; capacity planning; migration planning.
- Thorough knowledge of IT security issues, including strong understanding of vulnerable points of entry, types of security attacks, patch management strategies, file and network permission strategies, user account management safeguards, plus a solid understanding of TCP/IP from a security point of view.
- Thorough knowledge of computer networking (LANs and WANs) is desirable. Includes knowledge of operating systems (e.g., Windows platforms, Unix/Linux) through certification or equivalent experience.
- Working knowledge of Microsoft operating system concepts, servers and storage area networks.
- Working knowledge of business principles and practices including preparation of business case analyses, preparation of requests for proposal, contract negotiation, and contract administration.
- Working knowledge of personal computers and related software applications such as spreadsheets, word processing, presentations, etc.
- Working knowledge of corporate planning, budgeting, and forecasting systems and procedures.
- Working knowledge of policies and procedures contained in such documents as Company/Union agreement, Accident Prevention Manual, General Information Manual, etc.
- A Bachelor’s or Master’s degree in information technology, engineering, business or science and technology field.

- Demonstrated interpersonal skills to handle confrontational, difficult and sensitive issues. Ability to handle such issues with professionalism while using tact, courtesy and discretion.
- Demonstrated in-depth analytical and administrative skills required for such tasks as preparing, monitoring and analyzing forecasts; preparing performance appraisals and conducting interviews; and carrying out Company/Department policies and procedures.
- Serve as a role model of customer service skills and develop skills in direct reports.
Experience Requirements
- Multiple (5-7) years experience in a multi-functional service organization, involving IT planning, management, and developing effective IT infrastructure.
- Several (3-5) years managerial/supervisory experience is highly desirable.
- Experience with computing infrastructure, including existing capabilities, constraints, and future needs is preferred.
- Electric utility experience is desirable.
