BRIEF POSTING DESCRIPTION:
The P SP PRICING Department of the P PRICING Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Manager Supervisor)
JOB FUNCTION:
Manages department activities to ensure development of fair and reasonable electric rates and rules that would provide adequate cost recovery for Hawaiian Electric Company and its subsidiaries.
ESSENTIAL FUNCTIONS:
- Manages and administers all department personnel matters including performance appraisals and interviews, selection and hiring/firing of personnel, recognition of employee achievements, promotions and disciplinary actions. Plans, initiates, supervises, directs, monitors and evaluates all department activities, programs, and staff assignments to ensure that Company goals and objectives are achieved in an effective and timely manner. Determines department’s present and forecasted operational needs for budgeting purposes.
- Directs, plans, designs, coordinates, implements and administers the Company’s electric rates and rules to ensure proper tariff application and bill computation. Advises various company and non-company personnel regarding proper application and interpretation of the Company’s rates and rules to comply with Public Utilities Commission (“PUC”) requirements, provide customer satisfaction and protect the Company’s interest. Directs, supervises, plans, designs, coordinates, and implements revenue forecasts, fuel and purchased power expense forecasts, rate research studies and cost-of-service studies to ensure the design of fair and reasonable rates and rules.
- Testifies as an expert witness on rate design, customer loads, cost-of-service studies, and revenue requirements in PUC proceedings. Provides regulatory support to other docket and program initiatives as required.
- Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response. Other special projects and duties as assigned.
BASIC QUALIFICATIONS:
Knowledge Requirements
- Technical knowledge in a wide range of subjects including electrical engineering concepts, statistics, quantitative methods, survey research methods, economics, accounting, public utility finance, forecasting techniques, econometric and statistical modeling, electric utility operations and regulation, and computer programming acquired through graduate level or advanced college-level courses in business, economics, and engineering and through experience working at an electric utility.
- Expert knowledge in such areas as cost-of-service methodologies, rate design, rate and load research techniques.
- Working knowledge and application of PC-based spreadsheet software.
- General knowledge of the Company as well as the external utility regulatory environment acquired through years of utility experience.
Skills Requirements
- Strong technical, analytical and computer skills.
- Ability to apply technical concepts, conceptualize new ideas and direct staff in the development, design, and implementation of technical and statistical studies, and provide guidance in data gathering, programming, analysis and reporting.
- Effective written and oral communications and presentation skills in order to effectively convey technical information and ideas through reports, presentations, and testimonies before Company leaders and the Public Utilities Commission.
- Effective management/supervisory/leadership and interpersonal skills to successfully work with a variety of individuals and effectively interact with all levels of the organization and the public sector.
- Ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities.
Experience Requirements
- Extensive (8 plus years) experience in such areas as development of cost-of-service studies, rate design, rate research and analysis, and load studies.
- 3-5 years of management/leadership experience.
