BRIEF POSTING DESCRIPTION:

JOB FUNCTION:

The primary role of the Master Scheduler is to schedule all major work (capital and O&M) for Energy Delivery (Oahu, Maui County and Hawaii) to avoid scheduling conflicts, avoid project delays, ensure adequate resources are allocated to meet required timelines, maximize the amount of work performed in holdoffs and create cost savings in the execution of work.  The Master Scheduler will analyze resource leveling reports (labor supply and demand) and determine whether the work should be done by Company crews or contracted to outside services to meet schedule objectives cost-effectively.  The Master Scheduler will be the main point of contact to communicate when work is to occur in Energy Delivery and will facilitate such communication with his/her tools that are aligned with project management best practices.  To fulfill these responsibilities, the Master Scheduler is empowered to manage work priority, engage various stakeholders of the Energy Delivery work, obtain necessary project and work information, and provide scheduling direction to Energy Delivery leaders and Resource Planners.

 

ESSENTIAL FUNCTIONS:

  • Review capital and O&M work requests to determine duration and priority. Analyze resource leveling reports to optimize scheduling and execution of work. Determines work to be performed by Company crews or contractors.  Maintains continuous communications with all project stakeholders.
  • Monitors ongoing work to ensure necessary engineering, permitting, procurement, and holdoff coordination activities are on schedule. Creates and maintains an up to date Energy Delivery work schedule utilizing available software.
  • Drive continuous improvement in the execution of work by providing constructive feedback to leaders of resources to optimize overall schedule, fully leverage resources, utilize performance metrics, and create overall cost saving for Energy Delivery.
  • Represent Energy Delivery at holdoff, coordination and project meetings.  Effectively communicate to the appropriate stakeholders of any issues that could impact project and work schedules.  Strategize and negotiate with stakeholders on schedule changes to ensure Energy Delivery goals are still met.
  • Coordinates with Resource Planners and Supervisors to ensure short-term work is accommodated in the overall Energy Delivery schedule to maximize crew and equipment utilization.
  • Regularly communicate the progress of the Energy Delivery schedule with various internal and external stakeholders, including Company executives utilizing various communication tools and reports.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

 

BASIC QUALIFICATIONS:

Knowledge Requirements

  • Thorough knowledge of the theories and principles of engineering or construction normally acquired through advanced college level courses or equivalent experience.
  • Thorough knowledge of the principles and practices of project engineering, project management and construction associated with electric utility facilities and systems normally acquired through extensive work experience in the electric utility industry.
  • Thorough knowledge of estimating and planning engineering, material procurement, construction, maintenance or operations activities highly desirable.
  • Thorough knowledge of scheduling principles such as sequential dependencies, critical path, fast-tracking, crashing, etc.
  • Working knowledge of scheduling software (e.g. Click) and work management systems (e.g. SAP) highly desirable.
  • Familiar with business accounting and budgeting systems.
  • Working knowledge of federal, state and local laws, regulations and procedures as related to specific projects.
  • Working knowledge of personal computers and/or mainframe systems and related software applications such as Excel, Visio, MS Word, etc.
  • Working knowledge of various transmission, distribution and substation equipment and facilities preferred.
  • Working knowledge of LEAN continuous improvements principles and best practices to achieve operational excellence.
  • Working knowledge of best practices to achieve a safe workplace environment.
  • PE license highly desirable.
  • Project Management Professional (PMP) certification highly desirable.
  • Certified Construction Manager highly desirable.

  • Demonstrated analytical, conceptual, and problem solving skills to address demands of the work
  • Ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities.
  • Must have or be able to qualify for a State of Hawaii driver’s license. Must meet the standards for driving positions stated in the Hiring Standards for Driving Positions policy. These standards may be adjusted periodically to meet business and safety

 

Experience Requirements

  • Multiple (10 years) of relevant engineering, project management or construction experience related to transmission, distribution and substation projects and work in an electric utility.
  • Multiple (7 years) in a leadership position such as a supervisor or team lead for a major project or initiative.
  • Multiple years (5 years) experience in the estimating, planning, or scheduling of construction, maintenance or operations activities.  Utility related is desirable.

Hiring Range: The hiring range for the Master Scheduler [Req ID 10122] position is $97,900.00 to $125,000.00. The person selected will be placed according to his/her skills and qualifications.
