BRIEF POSTING DESCRIPTION:

The P JB AIR QUALITY & NOISE  Department of the P ENVIRONMENTAL  Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Manager Supervisor)

 

JOB FUNCTION:

Plans, organizes, coordinates, and supervises the operations of the Air Quality & Noise Division to provide regulatory and technical expertise, to develop, implement, and manage environmental programs, and to provide project management and program management in support of the environmental compliance and permitting programs of Hawaiian Electric, Maui Electric, and Hawaiʻi Electric Light.  Provides strategic environmental technical and regulatory knowledge, expertise, and guidance in the planning, permitting, design, construction, and operation of electric utility facilities.

 

ESSENTIAL FUNCTIONS:

  • Plans, organizes, coordinates, supervises, and directs the operations of the Air Quality & Noise Division to provide regulatory and technical expertise, to develop, implement, and manage environmental programs, and to provide project management and program management in support of the environmental compliance and permitting programs of Hawaiian Electric, Maui Electric, and Hawaiʻi Electric Light.
  • Develops division mission, strategic plans and goals, work programs and operating forecasts, and allocates division resources based on intra-departmental, inter-departmental, and inter-company prioritization of existing and forecasted projects and programs.  Procures outside consulting and contracting services as necessary to augment in-house resources to achieve/maintain project and program scope, schedule, deliverables, and budget.
  • Evaluates progress and performance of the division staff and the results obtained, and implements actions necessary to develop staff.  Recruits, directs, guides, develops, trains, supervises, evaluates, and motivates subordinates.
  • Meets, discusses, coordinates, and negotiates with parties inside and outside of company to maintain/expedite progress on division assignments.  Serves as an environmental technical and regulatory consultant to Hawaiian Electric, Maui Electric, and Hawaiʻi Electric Light.  Leads/serves on internal and external task forces and advisory groups on environmental matters.
  • In support of continuous improvement goals and objectives, initiates, assigns, reviews, and approves projects and studies to improve existing practices, procedures, programs, policies, and training curricula and materials.  Provides leadership and serves as a role model for continuous improvement behaviors.  Mentors, recognizes, and rewards continuous improvement behaviors in division personnel and others.
  • Maintains current knowledge of local, state, and federal regulations and policies to determine their impact on present and future company operations.  Supervises the preparation of reports to satisfy regulatory requirements.  Works with regulators on the interpretation of laws, regulations, and policies to obtain reasonable compliance conditions.  Represents the utility on regulatory and legislative matters related to designated areas of environmental responsibility.
  • Develops permitting strategies for new generation projects to maximize operational flexibility.  Presents environmental considerations in cross-functional teams tasked with planning and design of generation additions.
  • Manages the identification of permitting requirements, supervises preparation of permit applications, and provides follow-up to insure permit issuance with reasonable conditions.  Supervises and directs preparation and delivery of testimony and other technical information needed for regulatory, legislative, and public hearing processes.
  • Oversees assigned compliance monitoring programs for all facilities with permit and other regulatory requirements and supervises efforts to ensure compliance.  Supervises environmental audits.  Insures follow-up on findings and recommendations.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

 

BASIC QUALIFICATIONS:

Knowledge Requirements

  • Thorough knowledge of the principles and practices of environmental management, environmental technologies, environmental regulations, project management, and program management associated with electric utility facilities and systems normally acquired through extensive professional environmental management experience.
  • Bachelor’s degree in relevant science, public health, or engineering discipline.  Graduate degree strongly preferred.
  • Thorough knowledge of federal, state, and local laws, regulations, and procedures as related to environmental management of electric utility facilities and systems.
  • Intermediate to advanced level of computer and software knowledge including word processing, spreadsheet, presentation, and database software.
  • Working knowledge of company budgeting, forecasting, and personnel systems, policies and procedures.
  • Working knowledge of company contract management and contract administration policies and procedures.
  • Working knowledge of LEAN continuous improvement principles and best practices to achieve operational excellence.
  • Working knowledge of SafeStart prinicples and best practices to achieve a safe workplace environment.
  • Working knowledge of continuous improvement deployment system, principles, procedures, tools, and desired behaviors.

 

Skills Requirements

  • Demonstrated supervision and leadership skills and demonstrated ability to work with a variety of individuals occasionally dealing with sensitive, difficult, or confrontational issues.
  • Demonstrated interpersonal skills and demonstrated ability to work effectively with all levels of the company and with consultants, contractors, governmental agencies, community groups, and customers.
  • Demonstrated communication skills, including effective writing, presentation, and listening skills.
  • Strong analytical, organizational, time management, and problem solving skills to manage simultaneously a variety of projects, programs, and assignments.
  • Ability to remain flexible in a demanding work environment and to adapt to rapidly changing priorities.
  • Must have or be able to qualify for a State of Hawaii driver’s license. Must meet the standards for driving positions stated in the Hiring Standards for Driving Positions policy. These standards may be adjusted periodically to meet business and safety objectives.
  • Demonstrated continuous improvement skills including the ability to identify improvement opportunities, lead improvement teams, develop and apply standard work, improve standard work through structured problem solving, and sustain improvement changes

 

Experience Requirements

  • Extensive (7 to 10 years) of relevant professional environmental management experience including supervision of environmental professionals.
