JOB FUNCTION:
The Telecom Engineer is responsible for designing and overseeing the installation of telecommunications equipment and facilities to support the needs of Hawaiian Electric Company (Oahu), Maui Electric Company (Maui County), and Hawaii Electric Light Company (Hawaii Island). Under the direction of a Supervising Engineer, the Telecom Engineer will perform design work, project engineering, project management, equipment procurement, and general engineering duties to support capital expenditure projects/programs.
ESSENTIAL FUNCTIONS:
The Telecommunications division provides all communications services to support the company. We are constantly looking into evolving technologies and staying up to date with industry treads. The group is responsible for the build of several different technologies (i.e., fiber optic cable, microwave radio, land mobile radio, private LTE, MPLS networking routers, TDM equipment, etc)
The Telecom Engineer independently evaluates, selects, and apply standard engineering techniques, procedures and criteria using judgment in making minor adaptations and modifications. Assignments have clear and specified objectives and require the investigation of a limited number of variables.
The Telecom Engineer receives instruction on specific assignment objectives, complex features, and possible solutions. Assistance is furnished for unusual problems and work is reviewed for application of sound professional judgment.
- Prepares plans, layouts, design calculations, design and construction standards and related engineering design work in accordance with applicable codes, ordinances, and regulations. Develops new or improved techniques and procedures for equipment, material, products, or methods.
- Performs project engineering and project management functions on major capital projects for Hawaiian Electric Company, Maui Electric Company and Hawaii Electric Light Company.
- Conducts engineering studies, prepares reports, and reviews/comments on technical reports and studies prepared by others.
- Prepares requests for proposal for engineering services, evaluates proposals, and makes recommendations. Directs design efforts by consultants and checks designs prepared by consultants.
- Prepares material, equipment construction specifications for bid, and evaluates proposals and makes recommendations for purchase.
- Develops work breakdown structure analysis, project schedules and project cost estimates for inclusion in the capital budget.
- Conducts field inspections to verify field conditions and check compliance with specifications, then prepares reports of findings.
- Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
BASIC QUALIFICATIONS:
Knowledge Requirements
- Bachelor’s degree in relevant major (i.e., Engineering, Telecommunications, Computer Science, Information Systems, etc) or 5+ years of relevant experience without a degree.
- Working knowledge of the principles and practices of engineering design, project engineering, project management and construction methods associated with electric utility facilities
- Working knowledge of personal computers and related software applications such as spreadsheets, word processing, online conferencing, etc.
- General knowledge of electric utility business systems and applications.
- Working knowledge of LEAN continuous improvement principles and best practices to achieve operational excellence.
- Working knowledge of SafeStart principles and best practices to achieve a safe workplace environment.
Skills Requirements
- Must have or be able to qualify for State of Hawaii driver licenses to accomplish field assignments. Must meet the standards for frequent required driving positions stated in the Hiring Standards for Required Driving Positions policy.
- Willingness to travel occasionally as needed.
- Good oral and written communication skills.
- Ability to remain flexible in a demanding work environment and to adapt to rapidly changing priorities.
- Strong interpersonal skills to influence and persuade various groups or individuals. Capable of sharing creative ideas with internal customers/stakeholders.
- Desire to learn new technologies and stay up to date with industry trends.
Experience Requirements
- Able to meet 1 of the below requirements.
- 10+ years of experience in the field of Telecommunications. This includes but not limited to, digital microwave systems, overhead and underground fiber optic installations, fiber optic terminations, spread spectrum radios, wireless backhaul systems, synchronous optical networks, local area networks, wide area networks, multiple address system radio networks, packet radio systems, VHF and UHF mobile radio networks, leased line and frame relay circuits, IP Networking and PLTE (Private Long-Term Evolution).

- 5+ years of experience in the field to Telecommunications, as listed above & State of Hawaii Professional Engineering License in relevant discipline.

- 5+ years of experience in the field to Telecommunications, as listed above & relevant Telecommunications Certification (i.e., Cisco Certified Network Professional, Nokia Network Routing Specialist II, or equivalent)
