BRIEF POSTING DESCRIPTION:

JOB FUNCTION:
Develops consistent capital expenditure financial forecasts and reports among engineers tri-company. Monitors projects, communicates with engineers and updates project schedules, budget files and reports. Develops and prepares project-related information, reports, and analyses to assist and support engineers. Performs project and program work order closing activities. Manages work orders under Division programs to ensure timely closing and to cancel and transfer costs of inactive requests. Manages exception reports with engineers. Develops metrics, analyses and reporting to measure performance and provide the leadership team information to manage the Division.
ESSENTIAL FUNCTIONS:
- Develops consistent capital expenditure financial forecasts and reports among engineers tri-company. Monitors projects, communicates with engineers and updates project schedules, budget files and reports. Develops and prepares project-related information, reports, and analyses to assist and support engineers to communicate to other process areas, directors and executives. Researches and prepares project accruals and variance reporting in line with financial requirements.
- Performs project and program work order closing activities including updating system/database milestones and status, property accounting system updates, procurement reconciliation and accounting/business closeout. Provide engineers with cost breakdown and comparison to budget for management reporting. Manages work orders under Division programs to ensure timely closing and to cancel and transfer costs of inactive requests. Manages exception reports with engineers to ensure variance explanations and closing activities are completed by deadlines.
- Develops metrics, analyses and reporting to measure performance and provide the leadership team information to manage the Division. Works with Division staff to develop and document project financial related processes and procedures. Compiles and reports data for special reports, SOX compliance, audit requests and continuous improvement events.
- Responsible for billing and reconciling project payments from developers/ customers. Prepares reconciliation and subsidiary reports to ensure accurate and timely refund of developer’s/customer’s advance payments. Coordinates and audits billings for governmental agencies of In-Kind Contributions-In-Aid-of-Construction (CIAC) for financial and tax purposes. Compiles and prepares accounting entries for In-Kind CIAC.
- Supports non-design customer requests by preparing standardized estimates, sending proposal letters and creating and issuing work orders to operations. Assist engineers with preparing RFP bids for routine contracted construction work.
- Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
- Understands the Company’s Policies, Mission, Vision, Values, and are following the culture dimensions to ensure the success of the company.
BASIC QUALIFICATIONS:
Knowledge Requirements
- Thorough knowledge of personal computers and related software applications such as: Excel spreadsheets including pivot tables, MS Word, MS Project, Power Point, MS Access, etc.
- Thorough knowledge of the principles of accounting, including general ledger, cost accounting and capital budgeting systems normally acquired though college level courses or significant equivalent experience.
- Accounting treatment (capital, expense, clearing, PEWON, CWIP, plant addition)
- Working knowledge of Company and department financial policies and procedures, particularly as applicable in the context of program and project procedures, processes and authorizations.
- Familiar with project hierarchy and code block formats.
- Thorough knowledge of critical path scheduling using MS Project is desirable.
- Thorough knowledge of Company forecasting, reporting and enterprise work management/finance software applications, and has the ability to comfortably navigate through various screens and reports.
- Basic understanding of the following:
- Engineering and construction practices
- Facilities siting and permitting process
- Electric transmission, substations, and distribution systems
- Utility operations
- Utility regulation
- General knowledge of project management principals, and engineering and construction practices of transmission and distribution and/or generation projects.
- Working knowledge of LEAN continuous improvement principles and best practices to achieve operational excellence.
- Working knowledge of SafeStart principles and best practices to achieve a safe workplace environment.
Skills Requirements
- Computer: Significant experience or training with personal computers and related software applications such as project scheduling/management, spreadsheets, databases, word processing, etc.

Experience Requirements
- Several years (3-5) experience in accounting and forecasting systems and capital project budgets.
- Several years (3-5) of experience or demonstrated ability with computers, information systems, and software applications including MS Project and Excel.
- Several years (3-5) of analytical experience or demonstrated ability preferably with data and/or projects.
- Few years (1-3) of experience utilizing project management techniques.
